Dhaka, Tokyo ink MoUs to develop Bangladeshi manpower

Bangladesh and Japan today signed two Memorandums of Understanding (MoUs) to develop Bangladeshi manpower and send those to Japan.

The agreements were signed at a human resources seminar hosted by Bangladesh Embassy to Japan at Hirakwacho Chiyoda City in Tokyo in presence of Chief Adviser Professor Muhammad Yunus.

Saleh Ahmed Mujaffor, Director General of Bureau of Manpower Employment and Training (BMET), a government institution under the Ministry of Expatriates’ Welfare and Overseas Employment, Bangladesh and Jun ONEDA, Chairman of Kaicom Dream Street BD Co. Ltd. (KDS), a Japan-Bangladesh Joint Venture Company singed a MoU on behalf of their respective sides.

Under the MoU, with the cooperation of KDS and BMET, a specialised training cell or unit at Monohardi Technical Training Centre (MTTC) will be developed as a model training centre for Japan's Technical Intern Training Programme (TITP) and Specified Skilled Workers (SSW) programme, developed and operated under the name of “Dream Street Business Training Center (DSBTC)”.

Dream Education- an education that develops the ability for learners to discover their own dreams and work hard to make them come true developed by KDS shall be introduced as a standard training programme at the MTTC. 

 This MoU shall be valid for a period of five years from the date of its signing with the provision of extension on mutual consultation covering issues of performance monitoring and evaluation by both the parties. 

A tripartite MoU on the Establishment of a Strategic Framework for the Placement of Skilled Bangladeshi Workers was signed among BMET, National Business Support Combined Cooperatives (NBCC) of Japan and Japan Bangla Bridge Recruiting Agency Ltd. (JBBRA).

BMET Director General Saleh Ahmed Mujaffor, Chairman of the Board of Directors of NBCC Mikio Kesagayama and JBBRA Managing Director Moinul Tahmid signed the MoU on behalf their respective sides.

The purpose of this MoU is to establish a strategic framework for the placement of skilled Bangladeshi workers in Japan under Japan’s Technical Intern Training Programme (TITP) and Specified Skilled Workers Programme (SSW).

With the cooperation of NBCC, JBBRA and BMET, a technical centre will be developed as a model training centre for Japan's TITP and SSW programmes and to be operated under the name of Bhalojob Training Center (BJTC). 

This training centre developed by JBBRA shall introduce a model training programme at other TTCs in phases. 

This MoU aims to promote mutual cooperation in training, certification, and technical skills development, thereby facilitating mobility and employment of Bangladeshi nationals in Japan, trained under the arrangement of this MoU, while ensuring compliance with Japanese labour market standards.

Japan has a plan for acceptance of 100,000 Bangladeshi individuals over the next five years, the MoU document revealed.

This agreement will remain valid for five years and may be renewed thereafter through mutual consultation.

Deal to ease trade in taka-rupee to be signed as Hasina

"An MoU will be signed between the National Payments Corporation of India and the Bangladesh Bank to make transactions in rupees and taka between Bangladesh and India easier," said the foreign minister in a press conference at the Foreign Service Academy in the capital on Thursday.

Besides, the neighbouring countries are likely to sign two more memorandums of understanding regarding cooperation in agricultural researches, and extension of the existing cultural exchange programme for two years, said the foreign minister.
